The Ontario Immigrant Nominee Program (OINP) routinely scrutinizes IRCC's Express Entry pool to find potential individuals who may meet the eligibility prerequisites of one of Ontario's Express Entry immigration pathways.

The most recent Ontario PNP selection process conducted on July 06, 2023, issued Notification of Interest (NOIs) to a total of 748 prospective immigrants via the Human Capital Priorities (HCP) pathway. To qualify for this selection round, invited candidates needed to have a minimum Comprehensive Ranking System (CRS) score between 479 and 485.

This was the seventh selection event via the HCP pathway by the OINP in 2023, and the initial one in July. The last HCP selection process by Ontario occurred on May 8, 2023.

Those who have received an NOI in this HCP draw now have a 45-day window to submit their online application to the OINP.

Overview of Ontario Human Capital Priorities Pathway

Ontario's Human Capital Priorities (HCP) pathway, offered by the Ontario Immigrant Nominee Program (OINP), aims to draw seasoned and highly skilled international workers capable of fostering economic progress and advancement within the province.

The HCP pathway enables the OINP to pinpoint suitable candidates within the federal Express Entry pool who fulfill the eligibility prerequisites and possess the requisite skills and experience to address labor market deficiencies in Ontario. The pathway is in alignment with the federal Express Entry system, which regulates the candidate pool for three federal economic immigration initiatives: Federal Skilled Worker Program, Federal Skilled Trades Program, and Canadian Experience Class.

HCP pathway eligibility requires candidates to have a valid profile in the Express Entry system and meet the criteria for one of the three federal initiatives previously mentioned. Moreover, they must fulfill the specific HCP pathway prerequisites, which include education, work experience, language proficiency, and adaptability.

Nominees via the HCP pathway secure an additional 600 CRS points, which almost guarantees an invitation for  Canadian Permanent Residency in a subsequent Express Entry draw. This nomination greatly boosts the candidate's prospects of being chosen by the federal government.
